INDUSTRY UPDATE CONCERNING AS/NZS 4417

Due to the influx of non-conforming electrical building products being imported into Australia over the past 10 years, the Australian Electrical Regulators have made changes to the Electrical Equipment Safety System (EESS) Equipment Safety Rules that adds “Building Wiring Cable” to the list of Declared Electrical Articles (now known as Level 3 Equipment). AS/NZS 4417.2 defines and lists all Declared Electrical Articles and “Building Wiring Cable” is defined as: -

Building wiring cable

An electric cable that—

(a) has 1–5 conductors of stranded or solid cores of copper conductors;

(b) has an insulated and laid up flat or circular configuration;

(c) is sheathed or unsheathed insulated cable;

(d) is intended for use at a rated voltage of between 200 and 250 V, single phase, or between 350 and 450 V, multi-phase, rms, a.c., between conductors or to earth;

(e) is intended for use in buildings or similar structures; and

(f) has a nominal cross-sectional area per conductor from 0.5 mm2 to 16 mm2; but does not include—

(g) armoured, metallic screened and metal sheathed cables.

Class specification:

For working voltages up to 0.6/1 (1.2) kV—AS/NZS 5000.1

For working voltages up to 450/750 V—AS/NZS 5000.2

What it means to a supplier is that all Level 3 equipment must be certified, i.e independently tested by an accredited test facility. In our case, Nexans-Olex has engaged TUVRheinland Australia with all testing completed for the applicable product range and all comply with the relevant Australian cable standard, AS/NZS 5000.2. The Nexans Olex product ranges that this scheme applies to are listed below.

  • All PVC/PVC insulated and sheath Flat TPS (CACP, CNCP, EACP, ENCP, CNZQ series) and PVC/PVC insulated and sheathed SDI (AABP series) with voltage rating 450/750 V and conductor sizes up 16mm2 (refer to Certificate AZ 69021958)
  • All PVC/PVC insulated and sheathed ORANGE CIRCULARS (CNHP, ENHP, GNHP series) with voltage rating 450/750 V and conductor sizes up to and including 16mm2 (refer to Certificate AZ 69021956)

What it means for wholesalers, contractors and consumers is the confidence that all Nexans Olex products are compliant under the current EESS and compliance is visually evident by the additional markings printed on the outside surface of the cable. These markings are authorised under the EESS, see below for example of additional markings: -

  • TPS and SDI “TUV021925EA” followed by the first six characters of the Nexans Olex product code, i.e “CNCP05”
  • Orange Circulars: TUV021956EA” followed by the first six characters of the Nexans Olex product code, i.e “CNHP05”
